In my recent engagement we have SharePoint 2007 web application which needed to migrate into SharePoint 2013 environment.
Our consulting company suggested to go with Share-Gate tool which will migrate SharePoint 2007 directly to SharePoint 2013 environment. So we bought the tool and started migration in test environment, surprisingly there are hell amount of issue we have overseen.
In my experience the only best approach to migrate into SharePoint 2013 environment is doing in traditional way. So don' t waste your time & $ by purchasing 3rd party tools for migration.
SharePoint 2007 --> SharePoint 2010 --> SharePoint 2013

I would be glad to get some feedback on your experience using Sharegate. You wrote in your post that you have tried to migrate from 2007 to 2013 using Sharegate without success.
